The motor vehicle safety technical inspection institution shall issue the motor vehicle safety technical inspection report in triplicate, one copy of which shall be submitted to the owner of the motor vehicle (or delivered to the owner of the motor vehicle by the checker), one copy shall be submitted to the motor vehicle management institute as the motor vehicle safety technical inspection certificate, and one copy shall be retained by the inspection institution.

1, the motor vehicle should be clean, no obvious oil leakage, water leakage, air leakage phenomenon, tire intact, tire pressure is normal and there is no foreign body in the pattern of the tire crown, the engine should run smoothly, idle speed is stable, no different sound; Vehicles equipped with on-board diagnostic system (OBD) shall not have anti-lock braking system (ABS), electric power steering system (EPS) or other safety related fault information. For the motor vehicles failing to meet the above basic requirements, the motor vehicle safety technical inspection institution shall inform the inspector to rectify, and then carry out the safety technical inspection after meeting the requirements.

2. During the inspection of motor vehicles, the motor vehicle driving license and valid compulsory insurance certificate of motor vehicle traffic accident liability shall be provided.

3. When using a motor vehicle for inspection, the color and shape of the vehicle to be inspected shall be consistent with the photo of the vehicle on the motor vehicle driving license, and shall not change the color of the vehicle, change the shape of the car, change the structure of the vehicle, etc. Vehicles should not be equipped or modified with external lighting and signalling devices other than mandatory standards, and there should be no rear spotlights.

4. For the motor vehicles submitted for inspection involving road traffic safety violations or road traffic accidents that have not been completed, the testing institution shall remind the motor vehicle owners to deal with them in time to the traffic administrative department of the public security organ.

5. The body appearance shall meet the following requirements:

A) bumper, rearview mirror, lower view mirror and other components shall be intact;

B) the windscreen should be complete, and the driver's visual field should be free from cracks and damages. All windscreen should be free from mirror reflection shading film;

C) the body should be in good order;

D) there shall be no apparent specular reflection on the outside of the body, no parts and components that may touch pedestrians, cyclists and other traffic participants, and no protrusions such as sharp corners and edges that may cause injuries;

E) there shall be no obvious corrosion or damage to the body (carriage) and its paint surface;

F) painted and pasted signs or body advertisements shall not affect safe driving.

6. There shall be at least one trademark or factory mark on the visible part of the front exterior surface that can be maintained permanently and be compatible with the brand/model of the vehicle.

7. The motor vehicle shall use the special sealing device for the motor vehicle number plate to fix the plate, and the sealing device shall be complete and firmly installed; Removable plate holder and reversible plate holder should not be used.

8. For the vehicles leaving the factory from March 1, 2013, at least two mounting holes shall be set on each plate (rack) of the number plate, and the number plate shall be installed on the vehicle directly, firmly and reliably with bolts of M6 specification;

From March 1, 2016, the number plate (frame) [except the front number plate (frame) for three-wheeled vehicles and the rear number plate (frame) for motorcycles] of the vehicles leaving the factory shall be provided with 4 number plate mounting holes, which can ensure that the number plate is installed on the vehicle directly, firmly and reliably with bolts of M6 specification.

9. When using a motor vehicle for inspection, the vehicle safety belt equipped shall be in good condition and can be used normally, and there shall be no "seat cushion cover covers the safety belt", "the safety belt is bound under the seat" and other situations.

10. Cars (except three-wheeled vehicles without cab) shall be equipped with triangle warning plate, whose appearance and shape shall meet the requirements of the state.
