The ministry of public security and the general administration of quality supervision, inspection and quarantine of the People's Republic of China (aqsiq) have jointly issued the opinions on strengthening and improving the inspection of motor vehicles (hereinafter referred to as the opinions). The opinions mainly include 18 new policies on vehicle inspection, including speeding up the construction of inspection institutions, exempting private cars from inspection within six years, implementing service measures such as long-distance vehicle inspection, strengthening supervision over inspection institutions, decoupling government departments from inspection institutions, and strengthening accountability for violations of laws and regulations. A summary of the 18 new policies is as follows:

1. Accelerate the construction of inspection institutions. The market plays a decisive role. The quality inspection department will simplify the examination and approval process and speed up the examination and approval process for all applicants with legal conditions.

2. Strictly inspect the conditions of employees of the institution. The inspection institution shall have the independent legal person qualification according to law, and the inspection institution and its inspection personnel shall bear the legal responsibility for inspection.

3. Government departments are prohibited from opening inspection institutions. Public security, quality inspection and other government departments and subordinate institutions, social organizations shall not open inspection institutions, public security police, quality supervision department staff and their children and spouses shall not participate in the operation of inspection institutions.

4. Standardize the examination and approval procedures of inspection institutions. The provincial quality inspection department shall accept the applicants who meet the requirements of the platform in accordance with the law, and make the decision of approval within 20 working days from the date of acceptance, and the maximum time shall not exceed 30 working days. Strict examination and approval of permits.

5. Accelerate the system networking supervision. Inspection institutions shall install video, data monitoring facilities and systems in each detection station in strict accordance with the standards, so as to realize real-time collection and upload of detection data.

6. Strengthen the main responsibility of inspection institutions. For the vehicles that have passed the inspection and issued the qualified report by the inspection institution, the public security traffic management department will issue the qualified mark (the new mark will indicate the inspection institution, and the style will be issued separately).

7. Standardize the motor vehicle inspection procedures. When applying for motor vehicle safety technical inspection, the motor vehicle owner shall submit the application form, motor vehicle driving license and motor vehicle compulsory insurance certificate. Inspection agencies shall not add or reduce inspection items without authorization and shall not tamper with or falsify test data.

8. Strictly implement the motor vehicle inspection standards. Inspection institutions should focus on large and medium-sized passenger cars and heavy and medium-sized trucks, and enhance the effectiveness of inspection in preventing major and major traffic accidents at the source.

9. Promote the standardized construction of inspection institutions. Inspection institutions shall publish testing procedures, names and photos of personnel, disciplinary requirements and telephone Numbers for reporting and complaining in obvious areas, and accept supervision by the masses.

10, to further expand the scope of new car inspection exemption. All newly delivered sedans and other small passenger cars shall be exempted from inspection before registration of motor vehicles (safety technical inspection is still required for those who fail to apply for registration within 2 years or have traffic accidents before registration).

11. Non-operating cars and other vehicles will be exempted from inspection for 6 years. From September 1, 2014, the non-operating passenger cars and other small and micro passenger vehicles (except minibuses, vehicles with 7 seats or more) with less than 6 years of trial implementation will be exempted from inspection. During this period, every two years to provide proof of compulsory insurance, car and ship tax payment or exemption certificate, directly to the public security department for the inspection mark.

12, the implementation of different vehicle inspection. The motor vehicle owner may independently select an inspection institution for inspection within the prefecture or city limits. Before December 31, 2014, the provincial inspection of motor vehicles shall be completed. To carry out inter-provincial (district or city) inspection of motor vehicles in different places.

13. Implement motor vehicle appointment inspection. Qualified inspection institutions, allowing the motor vehicle owners through the Internet, telephone and other means of appointment for vehicle inspection. Open appointment channels and Windows, and publish the daily detection ability and actual business, so as to facilitate car owners to choose their own inspection time and reduce waiting in line. No extra charge will be charged for the booking service.

14. Simplify inspection workflow. If the safety inspection and environmental protection inspection are in the same inspection institution, the whole work process shall be completed and the business shall be handled at one time. In the absence of a unified inspection institution, environmental protection testing shall not be mandatory.

15. Innovate measures to facilitate inspection work. Saturday, Sunday, holiday inspection institutions to implement the system of non-stop rest, the implementation of delayed inspection services. Carry out by telephone, SMS, mail and other ways to carry out car inspection service.

16. Strictly investigate and deal with the inspection of violation of laws and regulations. If an inspection institution is found to have issued a false inspection result, it shall be fined more than five times and less than ten times of the inspection fee collected by the public security department for delivery, and its inspection qualification shall be revoked in accordance with the law. If the inspection institution fails to verify the measuring instruments or inspection equipment in accordance with the law or fails to do so, requires the motor vehicle to go to the designated place for repair or maintenance, shirks responsibility or refuses to deal with the user's complaints or objections and other problems, the quality inspection department shall impose a heavier punishment according to the law.

17. Improve the online supervision platform for inspection institutions. Since May 1, 2015, the public security and traffic control departments will not issue inspection table labels if they do not use the national unified supervision system.

18. Establish joint supervision and inspection mechanism. Public security traffic control departments and quality inspection departments across the country have joined forces with Taiwan to strengthen supervision and inspection of inspection institutions by means of network supervision, supervision and unannounced visits.
